Position : 2nd President of the IMGC

Born in Pyongyang, the capital of DPRK, on July 5, 1938. Elected the 2nd ITF President by the will of Gen. Choi Hong Hi and held office from September 2002 to August 2015. During his term of office, he increased the number of ITF NGBs from around 110 up to over 130, the Taekwondo population from 50-odd million to 70-odd million. In April 2009 he founded the ITF Africa Taekwondo Federation, and thus laid the ground for ITF to grow its roots and spread Taekwondo on all the continents over the world. He also had the World Championships for Taekwondo veterans newly organized and the self-defense art games added to the World Championships, contributing to promoting development of Taekwondo techniques in accordance with the new century. On July 30, 2008 he was granted a DPRK doctorate (in sociopolitics). He was elected the President of IMGC in 2nd IMGC Congress held in Pyongyang, the capital city of DPR Korea and during his term of office by the year 2015, 5 IMGs were held in Asia, Europe and Oceania. In addition, as IOC member, he left indelible print in developing IMGC by strengthening ties among GAISF, IOC and IMGC.
